Uzbekistan immigrant, Sayfullo Habibullaevic Saipov, 29,
from New Jersey, was charged with a terrorist offense after investigators uncovered evidence that he supplied material support to ISIS. Saipov was charged on Wednesday, November 1, 2017 in a civilian courtroom instead of a military system setup which is standard for foreign terrorists. He went before Magistrate Judge Barbara C. Moses for the court proceeding.
Although the court provided a Russian interpreter Saipov communicated with Judge Moses in English as she read the charges against him: “one count of providing material support to
terrorists and one count of violence and destruction of a motor vehicle causing death.” In New York City Mr. Saipov’s negligence with a vehicle carries the possibility of the death penalty.
Encouraged by an ISIS video questioning the killing of Muslims in Iraq, Saipov began planning the deadly massacre for almost a year leading up to the actual event. Saipov chose to move forward with his plans on October 31st because he knew that the city would be heavily populated on this particular day due to Halloween.
Saipov was shot in the lower abdomen after driving his vehicle into a busy bicycle lane in Manhattan, killing eight people and injuring 11 others, by New York police officer Ryan Nash.
Saipov’s attorney, David E. Patton, the chief federal public defender in New York City, asked the court if his client could be allowed to get a daily change of dressing for his wounds.
There is no concrete evidence as to Sapivo’s motive, though investigators believe ISIS could be involved. The F.B.I. have zeroed in on several other Uzbekistan natives that they believe were in contact with Saipov and possibly helped plan the attack.
